A plan built
from listening.
Reset what brokers took, restore residents’ rights, and rebuild systems that work for everyone.

This plan came from conversations with mjengo workers, mama mbogas, mothers, youth and elders. Maxwell calls it a contract with Kabiro residents.
Security
Kabiro needs people on the ground, not street lights alone.
- Two fully operational police posts in Kabiro Ward
- Stop motorbike phone snatching and street muggings with more security personnel
- Community policing units across all sub-locations
- Solar street lights on major roads and alleys, working through the night
- Work with the NYS on additional ward patrols
- Youth diversion programmes that address the causes of crime
“I lost my phone to a snatcher on a motorbike right here in Kabiro.”
If it happened to me, it is happening to our people every day.

Healthcare
An emergency response should not depend on the day of the week.
- A fully equipped dispensary in the ward, open to residents 24/7
- A dedicated emergency ambulance
- Affordable, subsidised medication
- Free medical camps every quarter
- NHIF enrolment drives for uninsured workers and families
- Support for mother and child wellness clinics
- Mental health awareness for youth and families
“It was a Sunday, all private hospitals in Kabiro were closed, and I had to rush to a hospital kilometres away. If it affected me, it must not affect others.”Maxwell Changilwa
Water
Free water at Muslim Primary was stopped. Maxwell wants it restored and extended.
- Restore and expand free or subsidised water points in every sub-location
- Free water every Sunday at Muslim Primary, Kabiro Primary, St Anthony and Raila Estate
- Upgrade and maintain public sanitation blocks
Sanitation
Kabiro’s cleanliness is a jobs question as much as a waste question.
- Hire local youth to keep Kabiro clean
- Regular waste collection that does not damage the roads
- Skip bins in every sub-location
- Green parks and recreation spaces
- Upgraded public toilets

Mjengo workers
The mjengo community is, in Maxwell’s words, the family that made him.
- Advocate for fair wages for construction workers
- Support a Mjengo Workers SACCO for savings and loans
- Push for enforced worksite safety standards
- NHIF and NSSF enrolment drives
- Advocate through the county assembly for binding protections
Also in the plan
Education and bursaries
Bursaries should reach the students who need them.
- Equal bursary distribution for all Kabiro voters and residents
- Your voter’s card is your bursary pass, so register as a Kabiro voter
- Early childhood development support
Roads and sport
Basic infrastructure, and places for young talent to grow.
- Modernise Salim Road as a priority project
- Better drainage and footpaths, and a road maintenance committee
- Modern football fields at Kabiro Primary and Muslim Primary
- Annual Kabiro sports tournaments
Women, transparency and community support
A leader who reports back to residents.
- Affordable market stalls for women traders and help accessing county biashara loans
- Quarterly public accountability forums and an open ward development budget
- Community oversight committees
- A Changilwa Response Center for personal requests, and support with business registration and hawker protection
Accountability
Hold him to it
Maxwell says every commitment should be measurable and tracked, and that residents should hold him accountable.
