Kabiro Deserves Accountability.

Maxwell Changilwa Amugune has not yet been elected — and he will never make promises he cannot be held to. What this page documents is the truth: what Kabiro Ward was promised by the current leadership, what was never delivered, and what the Constitution of Kenya guarantees every resident has a right to demand.

In 2027, Kabiro will choose a leader who treats public office as a responsibility — not a reward. Every failure listed here is a mandate for change.

Kabiro Ward has no operational police post despite persistent insecurity. Phone snatching on motorbikes, theft, and crime continue unchecked. Streetlights were promised as the solution — they were never enough and were never fully delivered.

Free Water Initiative Shut Down by Current Leader

A free water programme at Muslim Primary School was serving Kabiro residents — until the current MCA stopped it. Access to clean water is a constitutional right. Withdrawing a free water service from the poorest residents is a betrayal of public office and of the people.

"Every person has the right to clean and safe water in adequate quantities."

No Dispensary. No Ambulance. People Dying Needlessly.

Kabiro has no ward-level dispensary with emergency capacity. On Sundays, all private clinics close. When Maxwell nearly died from food poisoning and had to travel kilometres for help, he knew this was not just his crisis — it is every Kabiro resident's crisis, every single day.

Kabiro's Cleanliness Held Hostage by Political Brokers

Kabiro is not dirty because residents do not care — Kabiro is dirty because the current leadership has failed to implement proper, sustainable waste management. Political brokers control waste contracts. Youth who could be employed cleaning their own mtaa are jobless instead.

Bursaries Captured by Political Networks — Not Students

Bursary funds meant for Kabiro's needy students have been distributed unevenly — favour going to political allies rather than the most deserving residents. Students from the right family or the right political camp get support. Others go without. This is a theft of opportunity from Kabiro's children.

"Every child has the right to free and compulsory basic education." County bursaries exist to ensure no child is denied education due to poverty — not to reward political loyalty.

Youth Handed Mia Mbili Instead of Opportunity

The current system hands young people two hundred shillings during campaigns and calls it empowerment. This culture — fuelled by brokers — has made youth dependent on handouts rather than connected to real jobs, skills, and development. Vijana deserve more than being bought for a day.

"The State shall take measures, including affirmative action programmes, to ensure that the youth access relevant education and training; have opportunities to associate, be represented and participate in political, social, economic and other spheres of life."

No Modern Football Fields While Kilimani Has Everything

Neighbouring wards like Kilimani have modernized football pitches and youth facilities. Kabiro Primary and Muslim Primary have nothing comparable. Talent goes to waste daily because no one invested in the infrastructure our youth need to grow, compete, and earn a living through sport.

"The State shall promote all forms of national and cultural expression through literature, the arts, traditional celebrations, science, communication, information, mass media, publications, libraries and other cultural heritage." Sport is part of that expression — and Kabiro's youth deserve their share.

💡 Infrastructure

Street Lights — Promised, Half-Built, Left to Fail

Street lights were promised as a security solution for Kabiro. Some were installed — then left to break, flicker, and go dark with no maintenance plan or accountability. Residents remain unsafe at night. A light that is off is no different from a light that was never there.

"The national values and principles of governance include… good governance, integrity, transparency and accountability." Half-finished public works with no follow-up maintenance violate every one of these values.

Mjengo Workers — Used, Then Forgotten

Construction workers in Kabiro build Nairobi's skyline without contracts, insurance, fair pay, or any MCA speaking for them in the county assembly. No ward-level leader has ever organized a SACCO, a legal clinic, or an NHIF drive specifically for Kabiro's mjengo community. They have been invisible to leadership — but not to Maxwell.

"Every person has the right to fair labour practices." This includes every mjengo worker in Kabiro — and an MCA who stays silent while workers are exploited is complicit in that exploitation.
